COMMISSIONER STATES TIMELINE IS NOT ACCEPTABLE
NYC Depart of Design and Construction (DDC) Commissioner approached IBTS saying that the program must not continue into 2019. Two long pole schedule issues in addressing the scope of work for each damaged home were identified as the cause of significant delays in the conduct of work. The first, contractor Requests for Information (RFI) from the architect of record, were taking over a week to complete, and the second, Plan Amendment Actions (PAAs) were taking two to four weeks to complete and be implemented.
INTELLISPEX PLAYS A KEY ROLE
IBTS proposed to use IntelliSpeX as the means to address the delays if their contract scope was changed to allow its use. IBTS contended that if IntelliSpeX was employed, the time spent in addressing these issues between on-site personnel, decision makers and architects could be collapsed. The use of IntelliSpeX was approved in a contract amendment.
SOLUTIONS WERE DEVELOPED, NEXT STEPS WERE ACCELERATED
With the use of the IntelliSpeX App, IBTS was able to bring contractor questions instantly to the architects, city program leadership, and to the Department of Buildings permit office through its many-to-many construct. All parties were able to share their issues in real-time. Solutions were developed, next steps accelerated and a comprehensive chronological record consisting of photos, comments and videos of actual conditions was logged as part of the permanent file.
INTELLISPEX ENHANCES PERFORMANCE
Within a few months
1) Many RFIs were completely eliminated and the average time for any remaining RFIs fell to under a day.
2) Similarly, PAAs were eliminated, some were reduced to simple RFIs, and the duration for remaining PAAs fell to under a week.
INTELLISPEX SAVES TIME & INCREASES PRODUCTIVITY
This not only saved time on site, but also back at the office, where staff who used to have to develop and issue the work documents, now could be deployed to do other things.
By the close of June 2018, construction was 99% complete with closeout of all documentation on track for year end. This early, dramatic success of employing the IntelliSpex App to foster better communication and collaboration in solving field issues for construction or inspection management.
